Objectives and Scope of the Assignment

The primary objective of this assignment is to develop frameworks for the project to ensure effective monitoring and knowledge management. Thus, this assignment is expected to: 1) Develop a digital strategy with the following attributes: (i) to support the collection of data for the real-time monitoring of minigrid performance; (ii) to propose the best approach for the digitalization of the Calls for Proposals, and; (iii) to provide a digital platform for integrating various forms of digital data that will be generated by the project such as GIS information, market intelligence and the common monitoring and indicator framework 2) Operationalise a minigrid Quality Assurance Framework (QAF) that integrates SDG Impact indicators and Monitoring, Reporting and Verification (MRV) system for tracking GHG emission reductions from renewable minigrids 3) Establish an independent verification process for third party auditing of the QAF 4) Training delivered to REA and Federal Ministry of Power staff on the use of the QAF

Consultant Competencies

The required qualifications and experience of the consultant are as follows: · An advanced university degree (Masters or equivalent) in Electrical Engineering, Software Engineering, or related fields · At least 10 years of relevant work experience across renewable energy project engineering and software solutions · Experience working with the UN, and UNDP in particular, international organizations, and similar agencies would be an advantage · Previous experience in conducting similar assignments · Clear understanding of renewable energy project design, monitoring and maintenance
